Every headline about Catawba chain lake levels this year points to the same drama: Duke Energy declared Stage 2 of its Low Inflow Protocol on May 1, 2026, the first time that trigger has been pulled since 2009. Lake Norman and Lake Wylie have spent this summer running roughly four and three feet below their target elevations, with boaters finding rocks and shallow spots that are normally covered by water already sitting exposed.

If you're watching a home on Lake Rhodhiss in Granite Falls and you've read any of that coverage, it's reasonable to wonder whether your closing is about to get complicated by a shrinking shoreline. It probably isn't. Rhodhiss sits differently in the system than Norman or Wylie, and that difference matters for reasons that have nothing to do with rainfall. But there's a separate risk sitting quietly in almost every Rhodhiss dock deal, drought or no drought, and it rarely shows up until someone is already circling a closing date on the calendar.

The dock was never actually part of the house

Here's the piece that surprises people. The pier attached to a Lake Rhodhiss property is not something the homeowner owns outright the way they own the roof or the driveway. Duke Energy holds the underlying lake bed and shoreline as part of its federally licensed hydropower project, and a private dock exists there only because Duke Energy issued a lake use permit allowing it. That permit is tied to a person, not the house, and it does not travel with the deed automatically.

When a property changes hands, the new owner has to apply to transfer that permit into their own name through Duke Energy's Lake Access Permit System. That application is not a formality. It triggers a site visit from a Duke Energy Lake Services representative, who inspects the structure to confirm it matches what was originally approved and hasn't been modified without sign-off since.

If the inspection turns up something that was never permitted, an added boat lift, an extended walkway, a covered slip that grew wider than what's on file, the responsibility to fix it typically lands on whoever holds the permit at that moment. That's the new owner, even if the addition was built by someone three sales back.

Why the paper trail sometimes just doesn't exist

There's a second wrinkle that catches buyers off guard specifically because it feels backward. Duke Energy will only release a dock's permitting history to the person currently listed on the permit. If the seller bought the home years ago and never bothered to transfer the permit into their own name, there's no record for them to hand over, and no way for a buyer to review that history before closing.

The only way to generate the paperwork is to start the transfer itself, which means the verification a buyer wants before signing is the same process that might flag a problem after they've already signed. Sellers answer a standard set of yes, no, or no representation questions about the property, and "no representation" is a legitimate answer when someone genuinely doesn't know the compliance status of a structure they never formally took ownership of on paper.   • Whether the current permit is actually in the seller's name, not a prior owner's
  • Whether any dock modifications happened during the seller's ownership, and whether those were separately permitted
  • Whether the permit is current, since Duke Energy issues these on a one year basis and an expired permit means starting over
  • Whether the closing attorney has built time into the schedule for a transfer application and inspection, which does not happen instantly

The drought headline that doesn't quite apply here

Rhodhiss occupies an unusual spot in the Catawba-Wateree chain. It sits second from the top, just below Lake James, and it functions as a drinking water source for the towns of Granite Falls, Lenoir, and Valdese. Duke Energy's own water strategy team has described the balancing act that comes with managing a reservoir like this.

"Because most lakes are interconnected, the level of one lake can impact others downstream. That means every decision to release water requires constant monitoring and precise decision-making to best manage lake levels, flood potential and available water supply."

That's Jeff Lineberger, Duke Energy's general manager of Water Strategy, Hydro Licensing and Lake Services, describing how the company thinks about the whole system. The practical takeaway for a Rhodhiss buyer is that a lake feeding treated water systems for three towns carries a different set of constraints than a lake managed mostly for recreation and power generation. That doesn't make Rhodhiss immune to a regional drought. It means Duke Energy's calculus for the lake includes municipal water demand alongside everything else, which is a meaningfully different set of priorities than what's driving the drawdown on Norman and Wylie right now.

So if you've been holding off on a Rhodhiss showing because you assumed the whole Catawba chain looks like the drought photos out of Lake Norman, that assumption is probably doing more work than the actual water level justifies. The dock permit issue, on the other hand, applies whether the lake is at full pond or four feet under it.

Two sides of the same lake

Granite Falls sits on the western side of Rhodhiss, and the infrastructure there looks different from what you'll find on communities across the water in Valdese. Edgewater, a small lakefront community roughly ten minutes northwest of Hickory, requires individual septic systems and private wells for every homesite. The Waterfront Club, also on the Granite Falls side, mixes septic permits with public water availability across parcels that range from just over an acre to more than fifteen. Cross the lake to the Burke County side and you'll find communities built around public sewer service instead.

None of this is a reason to prefer one side over the other. It's a reason to ask the specific question rather than assume the answer, especially since a septic system on a lakefront lot has its own inspection timeline that needs to run in parallel with the dock permit transfer, not after it.

What this actually means at the closing table

None of this should scare anyone off a Lake Rhodhiss purchase. Waterfront ownership on this lake works the way it has for years, and most transfers go through without drama once someone starts the process early enough. The mistake is treating the dock like a fixture that shows up on the survey and needs no further attention. Here's a simple sequence that keeps the timeline realistic:

  1. Ask the listing agent or seller directly whether the dock permit is currently held in the seller's name.
  2. If it isn't, build extra time into the closing schedule for a transfer application and Duke Energy site inspection.
  3. Request any available documentation, photos, or the placard number often affixed to the dock itself, even if a formal permit history isn't accessible yet.
  4. Loop in your closing attorney early so the disclosure statement, the septic inspection if applicable, and the dock permit timeline are all moving together instead of surfacing as separate surprises in the final two weeks.

A few questions worth settling upfront

Does the dock permit automatically pass to a new owner at closing? No. It has to be transferred through Duke Energy's Lake Access Permit System, and that transfer triggers a physical inspection before it's approved.

What happens if the inspection finds something that was never permitted? The person holding the permit at that point is generally expected to correct it, which in a fresh sale usually means the buyer, not the seller who made the change.

Is Rhodhiss facing the same low water problems as Lake Norman or Lake Wylie right now? Not in the same way. Its role supplying drinking water to Granite Falls, Lenoir, and Valdese puts it under a different management approach than lakes used mainly for recreation and power, even during a basin-wide drought response.
